Changes the official name of the Brown v. Board of Education National Historic Site to the Brown v. Board of Education National Historical Park.

Expands the park's boundaries to include Summerton High School and the former Scott’s Branch High School in South Carolina, and land next to Monroe Elementary School in Kansas.
Creates new affiliated areas in the National Park System
Establishes sites in Virginia, Delaware, and Washington, D.C. as affiliated areas to be managed in partnership with the National Park Service.
Identifies specific schools as affiliated areas
Names the Robert Russa Moton Museum (VA), sites in Delaware (Howard High School, Claymont High School, Hockessin Colored School), and John Philip Sousa Middle School (D.C.) as affiliated areas.
Requires new management plans
Directs the Secretary to create management plans for the new park sites in South Carolina and for each of the new affiliated areas in consultation with local partners.
