What does this law do?

Requires lenders to offer help first
Forces lenders to offer a specific sequence of options to help a veteran avoid foreclosure before the VA is allowed to purchase the entire loan. This ensures veterans get a chance to work things out with their lender directly.
Makes VA decisions final
States that any decision made by the Secretary of Veterans Affairs under the new program is final and cannot be challenged in court. This applies to both direct payments to avoid foreclosure and the Partial Claim Program.
