Creates a new hiring authority
Amends government hiring rules to create a new category, Schedule D, for positions filled through the Pathways Programs. This makes it easier to recruit and hire students and recent graduates outside of the usual competitive process.
Allows for conversion to permanent jobs
Permits federal agencies to move successful participants from the Pathways Programs into permanent government jobs without making them go through the standard competitive hiring process.
Starts a new Internship Program
Creates a paid internship program for students from high school through post-graduate school to work in federal agencies. This program replaces the old Student Career Experience Program.
Starts a new Recent Graduates Program
Creates a program to give people who graduated within the last two years a chance to get work experience in the government. Veterans have up to six years after graduating to apply.
Updates the Presidential Management Fellows (PMF) Program
Modifies the existing PMF Program, which is designed for people who have recently earned an advanced degree, to align it with the other Pathways Programs.
Cancels previous hiring programs
Revokes and replaces several older executive orders related to student and intern hiring, including the Federal Career Intern Program and the Student Career Experience Program.
