Requires each United States Attorney to establish or participate in a task force dedicated to combating human trafficking.

Prohibits using funds to transfer or release Khalid Sheikh Mohammed or any other non-citizen detainee held at Guantanamo Bay to the United States, its territories, or possessions.

Prohibits using funds to construct, acquire, or modify any facility in the U.S. to house Guantanamo Bay detainees, except for modifications at the Guantanamo Bay Naval Station itself.

Prohibits funds from being used to admit non-US citizens from Russia or China to any nuclear weapons production facility without 30 days prior notification to Congress.

Prohibits any funds made available in this Act from being used in contravention of the American Security Drone Act of 2023.

Directs the Secretary to increase the amount of a cash-value voucher for women and children in the WIC program to an amount recommended by the National Academies of Science, Engineering and Medicine.

Prohibits Section 8 housing assistance for most unmarried, childless, non-veteran students under 24 at institutions of higher education.

Requires HUD to take enforcement action, such as issuing a Notice of Default and imposing penalties, when a multifamily housing project with project-based assistance fails a physical inspection.

Amends the RAD program by extending the authority to convert public housing assistance to 2029 and making several technical changes to facilitate conversions and transfers of assistance.

Authorizes the VA Secretary to enter agreements with health centers and Tribal organizations to provide healthcare to veterans in rural Alaska.

Prohibits using funds to replace the current system for selecting and contracting for diabetes monitoring supplies and equipment.

Mandates that the toll-free suicide hotline provide immediate assistance from trained professionals and adhere to standards from the American Association of Suicidology.

Prohibits funds from being used in contravention of the VA's 2017 guidance on breast cancer screening until January 1, 2025.

Allows 'Medical Services' funds to be used for fertility counseling, assisted reproductive technology, and adoption reimbursement for veterans with service-connected infertility.

Prohibits the transfer of any funds from the Filipino Veterans Equity Compensation Fund to any other VA account.

Allows 'Medical Services' funds to be used to carry out and expand the child care pilot program for veterans receiving VA care.

Prohibits the use of funds in any manner that would increase wait times for veterans seeking care at VA medical facilities.

Prohibits funds for new research on canines, felines, or non-human primates unless the VA Secretary certifies it is essential for combat-related injuries and meets strict ethical guidelines.

Requires the Department of Veterans Affairs to implement a plan to eliminate research conducted using canines, felines, or non-human primates within two years of the Act's enactment.

Allows the VA Secretary to use funds to ensure the veteran-to-staff ratio in rehabilitation programs does not exceed 125 to one and requires a report on these ratios.

Prohibits using funds to close VA hospitals or clinics or diminish healthcare services until a report on the impact to rural veterans is provided to Congress.

Prohibits the Secretary of Veterans Affairs from reporting a person as mentally defective for firearm purchase purposes without a specific finding from a judge that the person is a danger to themselves or others.

Authorizes the Department of Veterans Affairs to provide hospital care, medical services, and travel benefits to eligible veterans residing in the Federated States of Micronesia, the Marshall Islands, and Palau.

Prohibits any funds in the Act from being used to support or justify the use of torture by any U.S. government official or contractor.

Extends the termination date for the 400 Years of African-American History Commission Act from July 1, 2024, to July 1, 2025.

Reaffirms that the Section 177 Agreement constitutes the full and final settlement of all claims related to the U.S. nuclear testing program in the Marshall Islands.
