Human trafficking task forces mandate

Government Operations

Department of the Interior Nonrecurring Expenses Fund
Establishes a fund to use unobligated expired discretionary funds for IT system modernization and facilities infrastructure improvements, subject to committee approval.
Interior Department operational efficiency authority
Authorizes the Secretary of the Interior in fiscal years 2024 and 2025 to execute agreements between bureaus to improve operating efficiencies by co-locating offices and sharing staff and equipment.
EPA cooperative agreements with Indian tribes
Authorizes the EPA Administrator to award cooperative agreements to Indian tribes or Intertribal consortia to assist in implementing Federal environmental programs for tribal lands.
Prohibition on funding for lobbying
Prohibits using any appropriation in this Act for activities or literature that promote public support or opposition to any legislative proposal where Congressional action is not complete.
Disclosure of administrative expenses
Requires that estimated overhead charges, deductions, and reserves from programs be presented in annual budget justifications and approved by the Committees on Appropriations.
Forest Service nonrecurring expenses fund
Establishes a fund for the Forest Service to use unobligated expired or old discretionary funds for IT, facilities, and road maintenance, subject to committee approval.
Fund transfer authority for the Secretary of Transportation
The Secretary of Transportation may transfer funds between offices of the Office of the Secretary, but no office's appropriation can be changed by more than 7% without committee approval.
Public disclosure of credit and finance council meetings
Requires the Secretary of Transportation to post the schedule, agenda, and decisions of all Council on Credit and Finance meetings on the Department's website.
Prohibition on certain executive bonuses
Prohibits the obligation or expenditure of funds for retention or senior executive bonuses for any Department of Transportation employee without prior written approval from the Assistant Secretary for Administration.
Protection of private aircraft tracking data
Prohibits using funds to limit the ability of private aircraft owners to block their aircraft's identifying information from public real-time flight tracking displays.
Prohibition on private-sector assignments to FAA
Prohibits the use of any funds to facilitate the temporary assignment of individuals from private-sector organizations to the Federal Aviation Administration (FAA).
Public notice for Buy America waivers
Requires the Secretary of Transportation to provide public notice and a comment period at least 15 days before waiving any Buy America requirement for Federal-aid highway projects.
Rescission of unallocated highway funds
Permanently rescinds specified amounts of unallocated and unobligated funds from various Federal Highway Administration accounts, totaling over $68 million.
Amtrak employee overtime cap
Limits overtime pay for any individual Amtrak employee to $35,000, though the President of Amtrak may waive this cap if it poses a risk to safety or operational efficiency.
Rescission of unobligated railroad funds
Permanently rescinds specified unobligated balances from several railroad-related accounts, including funds for high-speed rail and the Northeast Corridor, totaling over $53 million.
Prohibition on impeding capital investment grants
Prohibits the use of funds to impede or hinder project advancement for any project seeking a federal contribution from the capital investment grants program of greater than 40 percent of project costs.
Maritime administration property management
Authorizes the Maritime Administration to furnish utilities and services for government property under its control and to credit payments received to the relevant appropriation.
Authorization for unmanned aircraft systems
Authorizes applicable appropriations for the Department of Transportation to be used for the purchase, maintenance, operation, and deployment of unmanned aircraft systems.
Limitation on political appointees
Restricts the use of funds for salaries and expenses of more than 125 political and Presidential appointees in the Department of Transportation.
Congressional notification for transportation funding
Requires the Secretary of Transportation to notify House and Senate Appropriations Committees at least 3 full business days before announcing discretionary grants, loans, or other major funding agreements.
Salary cap for public housing agency executives
Prohibits using funds for a public housing agency CEO or other official's salary that exceeds the annual rate of basic pay for a level IV of the Executive Schedule.
HUD Nonrecurring Expenses Fund
Establishes a new fund in the Treasury for HUD's capital needs, such as facilities and IT infrastructure, which can be funded by transferring unobligated balances of expired discretionary funds.
Restrictions on eminent domain
Prohibits using funds for projects that use eminent domain for economic development that primarily benefits private entities, while defining public use to include infrastructure and public health projects.
Restrictions on government travel and conferences
Prohibits the use of funds for first-class airline travel and limits attendance at international conferences to 50 employees from a single agency unless deemed vital to national interest.
Inspector General access to records
Ensures Inspectors General have timely access to all records and materials of their respective agencies and requires reporting of any failures to comply within 5 calendar days.
Elimination of Medicaid and Medicare Improvement Funds
Reduces the amounts available in the Medicaid Improvement Fund and the Medicare Improvement Fund to $0.
Compact of Free Association Amendments Act of 2024
Approves and provides the legal framework for implementing agreements between the United States and the Republic of Palau, the Federated States of Micronesia, and the Republic of the Marshall Islands.
Approval of 2023 compact agreements with Pacific island nations
Approves and authorizes the President to implement the 2023 Compact of Free Association agreements with the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau.
Congressional approval required for future compact changes
Mandates that any future amendment, change, or termination of the Compacts of Free Association with the Freely Associated States must be incorporated into an Act of Congress to take effect.
Governance structure for joint U.S.-Freely Associated States committees
Establishes terms, qualifications, and appointment procedures for U.S. members on various joint economic and trust fund committees with the Federated States of Micronesia and the Republic of the Marshall Islands.
Establishment of an Interagency Group on Freely Associated States
Creates an interagency group, co-chaired by the Secretaries of State and Interior, to coordinate U.S. policy and programs for the Freely Associated States and provide oversight.
Establishment of a State Department unit for Freely Associated States
Directs the Secretary of State to establish a dedicated unit within the Bureau of East Asian and Pacific Affairs and increase personnel to manage relations with the Freely Associated States.

Prohibits FDA funds from being used to acknowledge or approve research where a human embryo is intentionally created or modified to include a heritable genetic modification.
Abortion funding restrictions
Prohibits the use of appropriated funds to pay for an abortion, except to save the life of the mother or in cases of rape or incest. Also prohibits requiring any person to perform or facilitate an abortion.
Prohibition on funding for medical marijuana interference
Prevents the Department of Justice from using funds to interfere with state and territory laws authorizing the use, distribution, possession, or cultivation of medical marijuana.
Indian Health Service EHR system restriction
Prohibits obligation of funds for a new Electronic Health Record IT system without 90 days advance consultation with the House and Senate Committees on Appropriations.
Prohibition of COVID-19 mask mandates in transportation
Prohibits the Department of Transportation from using funds to enforce a mask mandate in response to the COVID-19 virus.
Extension of public health programs
Extends authorization for various public health and national health security programs, including hospital preparedness and medical countermeasures, through December 31, 2024.
Permanent Medicaid coverage for addiction treatment
Makes permanent the requirement for state Medicaid plans to cover medication-assisted treatment for substance use disorders.
Medicaid and CHIP mental health data reporting
Requires HHS to annually publish comprehensive, de-identified data from Medicaid and CHIP on mental health and substance use disorder services to improve transparency and research.
Medicaid coverage suspension during incarceration
Prohibits states from terminating Medicaid or CHIP enrollment for individuals who are incarcerated, requiring suspension of benefits instead to facilitate reentry upon release.
Continuity of care for formerly incarcerated individuals
Authorizes grants and requires guidance for states to ensure Medicaid and CHIP beneficiaries maintain health coverage and access to care after being released from incarceration.
Guidance on improving behavioral health services
Directs the Secretary of HHS to issue guidance to states on increasing the behavioral health workforce and integrating mental health and substance use disorder services with primary care under Medicaid and CHIP.
Medicaid coverage for certified community behavioral health clinics
Defines certified community behavioral health clinic services and includes them as a covered medical assistance benefit under Medicaid, expanding access to these services.
Delay of disproportionate share hospital payment cuts
Postpones scheduled reductions in Medicaid disproportionate share hospital (DSH) payments from March 9, 2024, to January 1, 2025.
Temporary increase in Medicare physician payments
Provides a temporary 2.93 percent increase for services furnished under the Medicare physician fee schedule from March 9, 2024, through December 31, 2024.
Extension of various Medicare payment adjustments
Extends several Medicare payment provisions, including the work geographic index floor, low-volume hospital adjustments, and the Medicare-dependent hospital program, through December 31, 2024.
Continued support for populations affected by nuclear testing

Prohibits funds for water infrastructure in border colonias from going to local governments unless they have ordinances preventing new developments that lack necessary infrastructure.
Rescission and reappropriation of infrastructure funds
Rescinds unobligated 2021 National Infrastructure Investments balances as of September 30, 2024, and re-appropriates an equivalent amount to complete funding for awards from that fiscal year.
Restriction on Teterboro airport rules
Prohibits the use of funds to change weight restrictions or prior permission rules at Teterboro airport in New Jersey.
Repurposing of old highway earmarks

Prohibition on closure of Guantánamo Bay Naval Station
Prohibits any funds made available by this Act from being used to close or realign the United States Naval Station at Guantánamo Bay, Cuba.
Prohibition on housing Guantánamo detainees in the U.S.
Prohibits Department of Defense funds from being used to construct, renovate, or expand any facility in the U.S. to house individuals detained at Guantánamo Bay, Cuba.
Secretary of Agriculture's role in CFIUS
Adds the Secretary of Agriculture to the Committee on Foreign Investment in the United States (CFIUS) for covered transactions involving agricultural land, biotechnology, or the agriculture industry.
Supply chain risk management for IT systems
Prohibits agencies from acquiring high- or moderate-impact information systems without first reviewing supply chain risks and assessing risks of cyber-espionage or sabotage.
Prohibition on bilateral cooperation with China in space
Prohibits NASA, OSTP, and the National Space Council from bilateral cooperation with China or Chinese-owned companies unless specifically authorized by law, with limited exceptions.
Prohibition on transfer of Guantanamo detainees
Prohibits using funds to transfer or release Khalid Sheikh Mohammed or any other non-citizen detainee held at Guantanamo Bay to the United States, its territories, or possessions.
Prohibition on housing Guantanamo detainees in the U.S.
Prohibits using funds to construct, acquire, or modify any facility in the U.S. to house Guantanamo Bay detainees, except for modifications at the Guantanamo Bay Naval Station itself.
Restriction on access to nuclear facilities
Prohibits funds from being used to admit non-US citizens from Russia or China to any nuclear weapons production facility without 30 days prior notification to Congress.
Prohibition on drone funds
