NSA surveillance restrictions

Prohibits the use of funds to enforce the "corresponding employment" and "three-fourths guarantee" rules related to the H-2B temporary worker program.
Salary cap for Job Corps and ETA personnel
Prohibits funds for the Job Corps and Employment and Training Administration from being used to pay any individual a salary and bonus rate higher than Executive Level II.
Security detail for the Secretary of Labor
Authorizes the Secretary of Labor to employ law enforcement officers to provide protection for the Secretary, their immediate family, and other senior officers under specific threat conditions.
Salary cap for grant recipients
Prohibits using funds to pay an individual's salary at a rate exceeding Executive Level II through grants or other mechanisms, with an exception for the NIH.

Mandates that any unspent funds from House Members' representational allowances be returned to the Treasury to be used for reducing the federal deficit or debt.
Limitation on vehicle leasing costs for House members
Prohibits funds from a Member's Representational Allowance from being used to lease a vehicle for more than $1,000 per month.
Prohibition on bonuses for underperforming contractors
Forbids the Architect of the Capitol from paying bonuses to contractors who are behind schedule or over budget, unless specific unforeseeable circumstances apply.
Guided tours of the U.S. Capitol
Prohibits funds for the Architect of the Capitol from being used to eliminate or restrict guided tours led by congressional staff, except for temporary security reasons.
Prohibition on certain operational expenses
Prohibits funds from being used to maintain or establish a computer network unless it blocks the viewing, downloading, and exchanging of pornography, with exceptions for law enforcement.
Quarterly reporting on unobligated funds
Requires federal agencies receiving funds from this Act to provide quarterly reports to the Committees on Appropriations detailing unobligated and unexpended balances.
Diplomatic facility security and construction
Allows funds for security upgrades at diplomatic facilities, including interim facilities and soft targets, and requires congressional consultation on construction projects and facility modifications.
Prohibition on moving the U.S. embassy in Israel
Prohibits the use of any funds made available by this Act to move the United States embassy in Israel to a location other than Jerusalem.
Prohibition of assistance to certain countries
Prohibits obligating or expending funds to directly finance assistance or reparations for the governments of Cuba, North Korea, Iran, or Syria.
Restriction on aid following a coup d'état
Prohibits financing direct assistance to the government of any country whose elected head of government is deposed by a military coup, with certain exceptions and waiver authority.
Congressional notification requirements
Mandates that departments and agencies notify the Committees on Appropriations 15 days in advance of reprogramming funds, creating or ending programs, or making other significant changes.
Separate accounts for foreign assistance
Requires foreign governments receiving certain U.S. assistance, including cash transfers, to deposit and maintain these funds in separate accounts with agreed-upon terms for their use.
International financial institution accountability
Mandates U.S. representatives at international financial institutions to advocate for independent evaluations, strong environmental and social safeguards, human rights, and anti-corruption measures.
Restrictions on direct government-to-government aid
Limits direct aid to foreign governments unless they meet fiscal transparency and anti-corruption standards. Prohibits using funds for debt service payments to China or international financial institutions.
Prohibition on foreign government interference in democracy programs
Stipulates that organizations, activities, and participants in U.S.-funded democracy programs are not subject to prior approval by any foreign government.
Exchange visitor program modification restriction
Prohibits using funds to modify the Department of State's Exchange Visitor Program except through the formal rulemaking process under the Administrative Procedure Act.
Beneficiary feedback requirement for foreign aid
Mandates the State Department and USAID to establish and implement procedures for regularly collecting and responding to feedback directly from beneficiaries of foreign assistance.

Prohibits aid to the Palestinian Authority if it seeks full UN membership outside of a negotiated agreement with Israel or pursues an International Criminal Court investigation against Israeli nationals.

Prohibits any funds from being made available for assistance to the Government of the People’s Republic of China or the Chinese Communist Party.
Prohibition on aid to the Taliban
Prohibits any funds appropriated by this act for assistance for Afghanistan from being made available to the Taliban.
Withholding of aid to Pakistan
Withholds $33,000,000 in assistance for Pakistan until the Secretary of State reports that Dr. Shakil Afridi has been released from prison and cleared of all charges.
Aid conditions for certain Central American governments
Withholds 60% of certain aid to El Salvador, Guatemala, and Honduras until the Secretary of State certifies progress on anti-corruption, rule of law, human rights, and U.S. cooperation.
Conditions on aid to the government of Haiti
Restricts aid to Haiti's central government until elections are scheduled or held, with exceptions for democracy, security, basic needs, and disaster relief programs.
Cost matching requirement for Ukraine aid
Limits U.S. direct government assistance to Ukraine to no more than 50% of the total aid from all donors, though a presidential waiver is available for national security reasons.
Oversight and certification for Ukraine assistance
Requires the Secretary of State and USAID Administrator to certify that robust monitoring and oversight mechanisms are in place before obligating most assistance funds for Ukraine.
Prohibition on aid to Russia
Prohibits any funds appropriated by this Act from being used for assistance to the central Government of the Russian Federation.
Non-recognition of Russian annexation of Ukrainian territory
Prohibits funds from being used for any action that recognizes Russian sovereignty over Crimea or other parts of Ukraine, and restricts aid to countries supporting the annexation.
Funding restrictions for UN Human Rights Council
Prohibits funding for the UN Human Rights Council unless the Secretary of State certifies it is in the U.S. national interest and the Council is reforming its treatment of Israel.
Prohibition of funding for Wuhan Institute of Virology
Prohibits any funds made available by this Act from being provided to the Wuhan Institute of Virology in the People’s Republic of China.

Requires various departments and agencies, including the Department of State and USAID, to submit detailed operating and spend plans to the Committees on Appropriations for funds provided in the Act.
USAID management and hiring authorities
Provides USAID with various authorities, including hiring individuals on a limited basis, extending Foreign Service appointments, and employing personal services contractors to support overseas programs.
Establishment of management and oversight accounts
Establishes the 'USAID Buying Power Maintenance Account' to offset currency fluctuations and the 'Enduring Welcome Administrative Expenses Account' for oversight of Afghanistan relocation activities.

Prohibition on abortion funding
Prohibits funds from being used to pay for an abortion or for administrative expenses of any federal employee health plan that covers abortions, except in cases of rape, incest, or to save the mother's life.
Contraceptive coverage in federal health plans
Requires federal contracts with prescription drug coverage to also cover contraceptives, but provides exceptions for religious plans and protects individuals who object on religious grounds.
Restriction on D.C. funding for abortions
Prohibits the District of Columbia government from expending any funds for abortions, except to save the mother's life or if the pregnancy results from rape or incest.
Personal importation of prescription drugs from Canada
Prohibits using funds to prevent individuals from importing a 90-day personal supply of certain prescription drugs from Canada.
Restrictions on family planning funds
Prohibits funds for voluntary family planning projects from being used for abortions, requires non-directive pregnancy counseling, and bans their use for lobbying or political activities.
Title X family planning requirements
Prohibits funding for any Title X entity unless it certifies that it encourages family participation in minors' decisions and counsels minors on resisting sexual coercion.
Medicare Advantage and abortion services
Prohibits using funds for the Medicare Advantage program if it denies participation to an entity because it will not provide, pay for, or refer for abortions.
ACA risk corridor payment prohibition
Prohibits funds from the Federal Hospital Insurance and Supplemental Medical Insurance Trust Funds from being used for risk corridor payments under the Affordable Care Act.
Prohibition on funding for abortions
Prohibits any funds in the Act from being used for abortions or for health benefits coverage that includes abortions, with exceptions for cases of rape, incest, or to save the life of the mother.
Prohibition on human embryo research
Prohibits funds from being used for the creation of human embryos for research purposes or for research in which human embryos are destroyed, discarded, or knowingly subjected to risk of injury or death.
Restrictions on syringe purchases
Prohibits funds from being used to purchase sterile needles or syringes for the injection of illegal drugs, unless a state or local health department determines there is a risk of a hepatitis or HIV outbreak.
Restrictions on family planning funds
Prohibits funds from being used for coercive abortion or involuntary sterilization programs and outlines requirements for voluntary family planning projects, including offering a broad range of methods.
Contribution to the Global Fund
Specifies that the United States contribution to the Global Fund to Fight AIDS, Tuberculosis and Malaria shall be $1,650,000,000.
Prohibition on funding for abortions and involuntary sterilization
Prohibits using funds from the Foreign Assistance Act of 1961 to pay for abortions or involuntary sterilization as a method of family planning.
HIV/AIDS working capital fund expansion

Guarantees that a woman may breastfeed her child at any location in a Federal building or on Federal property where they are otherwise authorized to be.
Prohibition on restraining pregnant detainees
Prohibits using funds to restrain pregnant or post-delivery women in DHS custody, with exceptions for flight risk, serious threat of harm, or medical necessity, and bans certain restraint types.
Amendments to community project funding descriptions
Amends the descriptions of two community projects in previous appropriations acts, changing one from "Renovation" to "New Construction" and modifying the name of another.
Contingency funding for unaccompanied children
