Golden Gate National Recreation Area easement authority
Authorizes the Secretary of the Interior to grant easements and rights-of-way to state or local governments over Federal lands within the Golden Gate National Recreation Area for flood and erosion control.
Plastic waste reduction
Requires all agencies and offices funded by this Act to coordinate with food service providers to eliminate or reduce plastic waste and increase recycling and composting.
Prohibition on nuclear exports to certain countries
Prohibits using Export-Import Bank funds for the export of nuclear equipment, fuel, or technology to any non-nuclear-weapon state that has detonated a nuclear explosive after the Act's enactment.
Protection of tropical forests
Prohibits biodiversity funds from supporting industrial scale logging, agriculture, or extractive activities in areas that were primary tropical forests as of December 30, 2013.
Management of international transboundary water pollution
Authorizes the EPA to transfer funds to the International Boundary and Water Commission for constructing and operating water treatment works to address pollution from Mexico.
Rescission of funds from strategic petroleum reserve
Permanently rescinds $10,395,000,000 from unobligated balances in the SPR Petroleum Account and amends previous laws to cancel certain future sales of crude oil from the Reserve.

Arms Trade Treaty implementation restriction

Guantanamo detainee transfer prohibition
Prohibits funds from being used to transfer or release Khalid Sheikh Mohammed or any other specified detainee from Guantanamo Bay to the United States, its territories, or possessions.
Prohibition on housing Guantanamo detainees in the U.S.
Prohibits funds from being used to construct, acquire, or modify any facility in the U.S. to house detainees from Guantanamo Bay.
Counter-ISIS vetting requirement
Requires that prior to providing assistance, individuals or forces are appropriately vetted for associations with terrorist groups and commit to promoting human rights.
Prohibition on foreign shipbuilding
Prohibits funds for naval vessel construction in U.S. shipyards from being spent in foreign facilities for major components or for construction in foreign shipyards.
Defense fund transfer authority
Authorizes the Secretary of Defense, with OMB approval, to transfer up to $6 billion for higher priority items based on unforeseen military requirements, provided Congress has not previously denied the item.
Restrictions on multiyear procurement contracts
Prohibits initiating multiyear contracts exceeding certain cost thresholds ($20M E.O.Q. or $500M total value) without prior notification to congressional defense committees and specific authorization.
Prohibition on disposal of certain firearms
Prohibits the use of funds to demilitarize or dispose of M-1 Carbines, M-1 Garand rifles, M-14 rifles, and M-1911 pistols unless certified as unserviceable or unsafe.
Prohibition on assistance to North Korea
Prohibits obligating or expending funds for assistance to the Democratic People's Republic of Korea, unless specifically appropriated, with an exception for POW/MIA recovery missions.
Prohibition on C-40 aircraft retirement
Prohibits the use of funds to retire, prepare to retire, or place in storage any C-40 aircraft, unless an individual aircraft is deemed not mission capable due to a Class A mishap.
Reporting requirement for new defense innovation projects
Requires a report to congressional defense committees 15 days before obligating over $5 million for new defense innovation or rapid prototyping projects, with a national interest waiver available.
National Guard support for ballistic missile defense
Allows Reserve members of the National Guard serving on full-time duty to perform duties supporting the ground-based elements of the National Ballistic Missile Defense System.
Prohibition on nuclear-armed missile defense interceptors
Prohibits the use of funds for the research, development, test, evaluation, procurement, or deployment of nuclear-armed interceptors for a missile defense system.
Prohibition on decommissioning certain Navy ships
Prohibits the use of funds to decommission the USS Fort Worth, USS Wichita, USS Billings, USS Indianapolis, or the USS St. Louis.
Protection of the 53rd Weather Reconnaissance Squadron
Prohibits funds from being used to reduce or disestablish the operation of the Air Force Reserve's 53rd Weather Reconnaissance Squadron, also known as the 'Hurricane Hunters'.
Army retention of tactical UAV program authority
Prohibits the transfer of program authority for current tactical unmanned aerial vehicles (TUAVs) from the Army and ensures the Army retains control of the MQ-1C Gray Eagle UAV.
Prohibition on contracts with Rosoboronexport
Prohibits the Department of Defense from entering into contracts or agreements with the Russian arms exporter Rosoboronexport, with a waiver available for vital national security interests.
Foreign base opening and closing notification
Requires the Secretary of Defense to notify congressional defense committees within 15 days of opening or closing any foreign military base, including details on personnel, costs, and savings.
Restrictions on funds for activities in Iraq and Syria
Prohibits the use of funds for activities in Iraq or Syria that would contravene the War Powers Resolution, including introducing U.S. forces into hostilities without congressional consultation.
No authorization for use of force against Iran or North Korea
Clarifies that nothing in the Act may be construed as authorizing the use of military force against Iran or the Democratic People’s Republic of Korea.
Prohibition on permanent bases in Iraq and control of oil resources
Prohibits using funds to establish permanent military bases in Iraq or to exercise U.S. control over any oil resources of Iraq or Syria.
Prohibition of assistance to Azov Battalion
Prohibits the use of funds made available by this Act to provide arms, training, or other assistance to the Azov Battalion.
Restrictions on Guantánamo Bay detainees and facility
Prohibits transferring or releasing certain Guantánamo Bay detainees to the U.S., restricts transfers to foreign countries, and prohibits funding to close the naval station.
Continued pay for Lieutenant Ridge Alkonis
Requires the Secretary of the Navy to continue providing pay and allowances to Lieutenant Ridge Alkonis until a determination is made regarding his separation from the Navy.
Independent oversight for high-hazard nuclear facilities
Prohibits funds for the construction of high-hazard nuclear facilities unless independent oversight is conducted by the Office of Enterprise Assessments to ensure nuclear safety compliance.

Prohibits the use of funds to begin construction of new military bases in the United States for which specific appropriations have not been made.
Contracting restrictions in foreign countries
Restricts architect and engineer contracts over $500,000 in Japan, NATO countries, or Arabian Gulf countries to U.S. firms or joint ventures with host nation firms.
Maintenance limit on general and flag officer quarters
Limits annual spending on maintenance and repair of any general or flag officer quarters to $35,000 per unit without prior congressional notification.
Prohibition on Guantánamo Bay closure
Prohibits any funds made available by this Act from being used to carry out the closure or realignment of the United States Naval Station, Guantánamo Bay, Cuba.
Prohibition on housing Guantánamo detainees in the U.S.
Prohibits using Department of Defense funds to construct, renovate, or expand any facility in the United States or its territories to house individuals detained at United States Naval Station, Guantánamo Bay, Cuba.
Conditions on UN peacekeeping funding
Prohibits funding for new or expanded UN peacekeeping missions without prior congressional notification and requires certification that the UN has effective policies to prevent human rights abuses by personnel.
Prohibition on assistance to governments supporting international terrorism
Prohibits providing lethal military equipment to any foreign government that provides such equipment to a country determined to be a supporter of international terrorism.
Combat casualty care requirement
Requires the Secretary of State to offer combat casualty care training and equipment as part of any lethal assistance package provided to a country in conflict.
Prohibition on support involving child soldiers
Prohibits appropriated funds from being used to support any military training or operations that include child soldiers.
Restrictions on cluster munitions
Prohibits military assistance or sales of cluster munitions unless their submunitions have a failure rate of less than 1% and are used only against military targets, or are for disposal purposes.
Prohibition on military training for Saudi Arabia
Prohibits funds under the 'International Military Education and Training' heading from being made available for assistance to the Government of Saudi Arabia.
Prohibition on military assistance to Burma
Prohibits funds for International Military Education and Training and Foreign Military Financing from being used for assistance to Burma.
Loan and loan guarantee authority for Taiwan
Authorizes the use of Foreign Military Financing Program funds for up to $2 billion in direct loans and $2 billion in loan guarantees for Taiwan.
Reporting on U.S. defense articles for Ukraine
Requires the Secretary of Defense, in coordination with the Secretary of State, to submit a report on measures being taken to account for United States defense articles designated for Ukraine.
Increased presidential drawdown authority
Increases the President's authority to draw down defense articles and services from Department of Defense stocks for foreign assistance during fiscal year 2023.
Tax credit for small employers with military spouse retirement plans
Creates a new tax credit for small employers that make military spouses eligible for their retirement plan quickly and provide immediate vesting for employer contributions.

Renaming of Farm to School Program
Renames the 'Access to Local Foods: Farm to School Program' to the 'Access to Local Foods: Patrick Leahy Farm to School Program'.
Funding for persistent poverty counties
Allocates not less than 10 percent of certain public works and technology innovation grants for assistance in persistent poverty counties.
Conveyance of military housing to Indian tribes
Authorizes the Secretary of the Air Force to convey excess relocatable military housing units from several Air Force Bases to Indian tribes in specified states at no cost.
