Human trafficking task forces
Mandates that each United States Attorney shall establish or participate in a task force on human trafficking.
Reimbursement for clandestine lab cleanup

Restriction on firearms disability relief

Supply chain risk management for information systems
Prohibits agencies from acquiring high- or moderate-impact IT systems without reviewing supply chain risks, including risks of cyber-espionage from entities associated with certain foreign governments.
Prohibition on federal interference with state medical marijuana laws
Prevents the Department of Justice from using funds to stop listed states and territories from implementing their own laws authorizing the use, distribution, possession, or cultivation of medical marijuana.
Limitation on mandatory arbitration for sexual assault claims

Restrictions on Guantánamo Bay detainees and facility

Courthouse security pilot program
Authorizes a pilot program for the U.S. Marshals Service to provide security services at designated courthouses, a role typically handled by the Department of Homeland Security.
ICE detention facility performance standards
Prohibits funds from being used to continue any contract for detention services if the facility receives two consecutive performance evaluations that are less than 'adequate'.

Authorizes funds for security upgrades at interim and temporary U.S. diplomatic facilities, as well as at soft targets like schools and residences used by diplomatic personnel.
Prohibition on assistance to governments supporting terrorism
Prohibits bilateral assistance to any foreign government that grants sanctuary to terrorists, supports international terrorism, or is controlled by a designated terrorist organization.
Ineligibility of corrupt foreign officials for U.S. entry
Makes foreign government officials and their immediate family members ineligible for entry into the United States if there is credible information of their involvement in significant corruption or human rights violations.
Withholding funds for international child abductions

Violence Against Women Act Reauthorization Act of 2022

Civil action for disclosure of intimate images
Creates a federal civil right of action for individuals whose intimate images are disclosed without consent, allowing them to sue for damages up to $150,000 and other relief.
Elimination of marriage defense to statutory rape
Amends federal law to eliminate marriage as a legal defense in cases of statutory rape.
Fairness for Rape Kit Backlog Survivors Act

Requires covered entities to report any ransom payment to the Cybersecurity and Infrastructure Security Agency (CISA) no later than 24 hours after the payment is made.
Voluntary cyber incident reporting
Allows entities to voluntarily report cyber incidents or ransom payments not covered by mandatory requirements, extending the same legal protections to these voluntary submissions to enhance situational awareness.
Ransomware vulnerability warning pilot program
Establishes a pilot program for CISA to proactively identify information systems vulnerable to common ransomware attacks and notify the system owners to help prevent incidents.
Establishment of a Joint Ransomware Task Force
Mandates the establishment of a task force, chaired by the CISA Director, to coordinate a nationwide campaign against ransomware attacks and pursue international cooperation.
Restrictions on persons involved in regional centers
Prohibits individuals with a history of certain criminal offenses, fraud, deceit, or involvement in illicit activities from participating in any regional center, new commercial enterprise, or job-creating entity.
National interest and security checks
Authorizes the denial or revocation of any petition or benefit if deemed contrary to the national interest and requires checks against the Treasury's Specially Designated Nationals List.

Economy and Commerce
Manufacturing extension partnership cost-share waiver

Funding allocation for persistent poverty counties
Allocates not less than 10 percent of certain Public Works and technology innovation grants for assistance in persistent poverty counties, defined as having over 20% poverty for the last 30 years.

Mandates that any entity of the Department of Defense must comply with the Buy American Act when expending appropriated funds and outlines consequences for fraudulent "Made in America" labels.

Prohibition on new border crossing fees
Prohibits the Secretary of Homeland Security from establishing, collecting, or studying any new border crossing fees for pedestrians, cyclists, or private motor vehicles at land ports of entry.
Extension of CARES Act provision
Extends a provision of the Coronavirus Aid, Relief, and Economic Security (CARES) Act until September 30, 2022.
H-2B visa flexibility for the seafood industry
Allows seafood industry employers to bring in H-2B nonimmigrant workers over a 120-day period on a single petition, with additional labor market assessments required after 90 days.
Temporary overtime exemption for disaster claims adjusters
Exempts certain insurance claims adjusters from overtime pay requirements for two years following a major disaster, provided they meet a minimum weekly salary.
H-2B prevailing wage determination changes
Mandates that the prevailing wage for the H-2B program be the greater of the employer's actual wage or the area's prevailing wage, and requires acceptance of private wage surveys.

Prohibition on taxation of U.S. assistance

Exemption for livestock and insect haulers from electronic logging device mandate
Prohibits the Department of Transportation from using funds to enforce electronic logging device requirements for commercial vehicles transporting livestock or insects.
Amtrak compliance with WARN Act
Prohibits Amtrak from using funds in a way that violates the Worker Adjustment and Retraining Notification (WARN) Act, which requires notice of plant closings and mass layoffs.
Conditions for local hiring preferences
Allows grant recipients to use local hiring preferences only if they certify that a pool of unemployed, qualified individuals exists and that the preference will not displace existing employees or projects.
Prohibition on insuring mortgages subject to eminent domain
Prohibits FHA, Ginnie Mae, or HUD from insuring or guaranteeing mortgages that refinance or replace a mortgage subject to eminent domain condemnation or seizure by a government entity.
Restriction on eminent domain for economic development

Mandatory funding for medical research
Directs that not less than $1,536,000,000 from the Defense Health Program be made available to the U.S. Army Medical Research and Development Command for congressionally directed medical research programs.
Expansion of assisted reproductive services
Removes time limitations on embryo cryopreservation and storage for seriously or severely ill/injured active duty service members under the assisted reproductive services policy.
Prohibition on funding for Wuhan Institute of Virology
Prohibits the use of any funds appropriated in this Act to support any activity conducted by or associated with the Wuhan Institute of Virology.
Prohibition on abortion funding in federal health plans
Prohibits funds from being used to pay for abortions or administrative expenses for any health plan under the Federal Employees Health Benefits Program that covers abortions, with certain exceptions.
Contraceptive coverage in federal contracts
Prohibits funds for any contract providing prescription drug coverage unless it also includes contraceptive coverage. Exceptions are provided for religious plans and beliefs.
Personal prescription drug importation from Canada
Prohibits U.S. Customs and Border Protection from using funds to stop individuals from importing a 90-day personal-use supply of certain prescription drugs from Canada.
Indefinite appropriation for Indian Health Service contract support costs
Provides such sums as may be necessary for contract support costs associated with Indian Self-Determination and Education Assistance Act agreements with the Indian Health Service.
Indefinite appropriation for Indian Health Service tribal leases
Provides such sums as may be necessary for payments to tribes and tribal organizations for leases pursuant to the Indian Self-Determination and Education Assistance Act.
Restrictions on family planning funds
Prohibits using Title X family planning funds for abortions, requires all pregnancy counseling to be nondirective, and bars funds from being used to promote support or opposition for legislation or candidates.
Establishment of the Advanced Research Projects Agency for Health (ARPA-H)
Creates ARPA-H within the Department of Health and Human Services to accelerate health research, with a presidentially appointed director and flexible hiring and award authorities.
Title X funding requirements
Requires applicants for Title X funds to certify that they encourage family participation in minors' decisions and counsel minors on resisting coercion into sexual activities.
Prohibition on risk corridor payments
Prohibits funds from Medicare trust funds or the CMS Program Management account from being used for payments related to ACA risk corridors.
Restrictions on abortion funding
Prohibits the use of funds in this Act for abortions or health plans covering them, except in cases of rape, incest, or when the mother's life is endangered.
Prohibition on human embryo research funding
Prohibits the use of funds for the creation of human embryos for research purposes or for research in which human embryos are destroyed, discarded, or knowingly subjected to risk.
Prohibition on unique health identifiers
Prohibits the use of funds to promulgate or adopt any standard providing for a unique health identifier for an individual until specific legislation is enacted.
Restriction on syringe purchases
Prohibits using funds to buy sterile needles or syringes for illegal drug injection, but allows funds for other program elements if a health department determines a risk of hepatitis or HIV outbreak.
Restrictions on family planning funding
Prohibits funds for any organization supporting coercive abortion or involuntary sterilization. Mandates that voluntary family planning projects must not use quotas and must offer a broad range of methods.
Prohibition on funding for abortions and involuntary sterilization
Prohibits the use of funds for the performance of abortions or involuntary sterilization as a method of family planning, or to coerce any person to undergo such procedures.
Expanded use of HIV/AIDS working capital fund
Allows the HIV/AIDS Working Capital Fund to be used for pharmaceuticals and products for child survival, malaria, tuberculosis, and emerging infectious diseases.
Prohibition on funding for Wuhan Institute of Virology
Prohibits any funds made available by this Act from being provided to the Wuhan Institute of Virology in the People's Republic of China.
FDA authority over synthetic nicotine products
Expands the definition of "tobacco product" to include products containing nicotine from any source, granting the FDA authority to regulate synthetic nicotine products.

Counter-ISIS assistance and vetting requirements
Authorizes funds to assist foreign forces countering ISIS, requiring that recipients are vetted for associations with terrorist groups or Iran and that they commit to respecting human rights.
Restrictions on foreign shipbuilding

Prohibits funds from being used to reduce or disestablish the operation of the 53rd Weather Reconnaissance Squadron of the Air Force Reserve.
Army control of tactical unmanned aerial vehicles
Prohibits transferring program authority for tactical unmanned aerial vehicles from the Army and ensures the Army retains operational control of the MQ-1C Gray Eagle UAV.
Prohibition on decommissioning certain ships
Prohibits the use of funds to decommission the USS Fort Worth, the USS Detroit, or the USS Little Rock.
Prohibition on transferring NRO to Space Force
