Summary

Authorizes mineral extraction partnerships
Allows the Army to create cooperative partnerships with private companies for extracting strategic or critical minerals on Army industrial base lands.
Assigns environmental liability to private partners
Requires private companies to follow all environmental laws and be responsible for any cleanup or damages, even after the contract ends. They must also have insurance or financial backing.
Defines compensation for the Army
Allows the Army to receive reasonable payment in the form of cash, minerals, equipment, or facility improvements in exchange for allowing mineral extraction.
Specifies use of received funds
Permits cash payments to be used for operation, maintenance, and modernization of Army industrial facilities. Money from Army Working Capital Fund facilities goes back into that fund.
Exempts partnerships from certain federal laws
