Bans the use of federal funds for any abortion or for any health benefits plan that covers abortion, except in cases of rape, incest, or to save the life of the mother.
Prohibits funding for gender-affirming care
Bans the use of federal funds for any medical procedure intended to change an individual's body to no longer match their biological sex.
Blocks funding for schools allowing transgender athletes in women's sports
Prevents any school or college from receiving federal funds if it allows a person whose biological sex is male to participate in an athletic program or activity designated for women or girls.
Bans funding for Diversity, Equity, and Inclusion (DEI) initiatives
Prohibits any funds from being used for diversity, equity, and inclusion initiatives, training, programs, or offices. Also bans funding for any activity that promotes Critical Race Theory.
Prohibits COVID-19 mask and vaccine mandates
Prevents any funds in the bill from being used to establish, implement, or enforce any mask or vaccine mandate related to COVID-19.
Funds student financial aid programs
Provides over $24.1 billion for student financial aid, including Pell Grants. Sets the maximum Pell Grant award for the 2027-2028 school year at $6,385.
