Ensuring Community Access to Pharmacist Services Act

Summary

Makes certain services from pharmacists, like testing for COVID-19 or the flu, covered and paid for by Medicare Part B.

What problem does this solve?

Many people on Medicare, especially in areas with few doctors, cannot get quick care for common sicknesses at their local pharmacy because Medicare does not pay for it. This bill allows Medicare to pay pharmacists for these services, making it easier for seniors to get the care they need.

What does this bill do?

Covers pharmacist services under Medicare Part B
Adds 'pharmacist services' to the list of medical services covered by Medicare Part B, allowing pharmacists to be paid for services they are legally allowed to perform under state law.
Specifies covered testing and treatment services
Covers pharmacist services for testing and treating COVID-19, influenza, respiratory syncytial virus (RSV), and strep throat. Also allows coverage for services needed during future public health emergencies.
Sets payment rates for pharmacists
Establishes that Medicare will pay pharmacists 85% of the amount a doctor would receive for the same service. For services related to a public health emergency, the payment will be 100% of the doctor's rate.
Prevents pharmacists from overcharging patients
Prohibits pharmacists from charging Medicare patients more than the Medicare-approved amount for covered services. This practice is also known as 'balance billing'.

Who does this affect?

  • Medicare beneficiaries
  • Pharmacists

What is the real world impact?

Increases access to basic healthcare
Allows Medicare patients to get tested and treated for common illnesses at their local pharmacy instead of having to go to a doctor's office. This is especially helpful in areas with few doctors, making healthcare easier and faster to get.

When does this start?

If passed, the changes will apply to services provided on or after January 1, 2026.
